Introducing EMUHSD's New Chief Compliance Officer, Dr. Susan Liberati

The El Monte Union High School District is excited to introduce Dr. Susan Liberati, who will be serving as the District’s new Chief Compliance Officer.

Susan Liberati, Ed.D., is a licensed Private Investigator and a Certified Mediator.  For 26 years, Dr. Liberati has worked as an Instructional Assistant, Teacher, Assistant Principal, Director of Curriculum, and Assistant Superintendent in various school districts in Southern California.  

Dr. Liberati’s educational background includes a doctoral and master’s degree from Pepperdine University and a bachelor’s degree from UCLA.  Dr. Liberati has received honors and awards, including Administrator of the Year, Outstanding Service award from the American Heart Association and the Youth and Government award from the Torrance YMCA, and Teacher of the Year at Culver City High School. 

Dr. Liberati has served as an Adjunct Professor at California State University, Dominguez Hills University, and Concordia University, teaching courses in leadership, human resources, curriculum and instruction.  Dr. Liberati has provided professional development workshops on a variety of topics to teachers, administrators, school boards, parents, politicians, and community members.  Dr. Liberati and her husband have two adult children, and are active members of their community. 

Under the direction and supervision of the Superintendent, Dr. Liberati, as Chief Compliance Officer, will have the following duties and responsibilities: 

  • Managing all aspects of Title IX compliance and serve as Title IX Coordinator; • Ensuring District compliance with the Stipulated Judgment during the District’s monitoring period, and serving as the District’s point of contact for the California Department of Justice;  
  • Reviewing, investigating and resolving all complaints and incident reports involving sexual harassment, assault, or abuse of students, including those made on the District’s anonymous reporting platform; 
  • Receiving, investigating and resolving violations of the District’s Boundaries Policy; • Conducting and overseeing administrative investigations, including third-party investigators for investigations involving sexual harassment, assault, or abuse of students; 
  • Reviewing all complaints involving a District student of sexual harassment, assault, and abuse, and violations of the District’s Boundaries Policy, on a weekly basis; 
  • Receiving and processing information regarding current/former staff members who have been criminally charged with an offense involving sexual abuse, assault, molestation, or exploitation, or the production or possession of child sex-abuse imagery involving a current student in the District; 
  • Maintaining a record of all subsequent actions to complaints of sexual harassment, assault, or abuse of students or violations of the Boundaries Policy received; 
  • Providing regular training for District staff on compliance with Title IX, Uniform Complaint Procedures, and Child Abuse and Neglect Reporting Act (CANRA); 
  • Providing regular training for District students and parents on compliance with Title IX, Uniform Complaint Procedures, and the Child Abuse and Neglect Reporting Act (CANRA); 
  • Providing regular training for identified District staff on compliance with the California Commission on Teacher Credentialing (CTC); 
  • Overseeing the District’s anonymous reporting system, Catapult, and addressing whether there are any complaints of sexual harassment, assault, or abuse of students or violations of the Boundaries Policy received by the District through Catapult;
  • Overseeing the District’s Centralized Tracking and Response System (the Centralized System), including receiving/entering complaints into the Centralized System, ensuring all records and documents are properly processed, and assessing when additional trainings on the Centralized System are needed; 
  • Processing and managing California Public Records Act requests; 
  • Acting as a resource liaison among District office staff, school site staff, parents, and community members to resolve a wide variety of issues; and 
  • Collaborating with students, families, District employees, and state and federal agencies to ensure safe and welcoming learning and working environments for all members of our District community.
