Children and Youth Behavioral Health Initiative: CYBHI

WHATS IS CYBHI?

The Children and Youth Behavioral Health Initiative (CYBHI) is a statewide effort to expand access to mental and behavioral health services for students in California schools. EMUHSD is proud to partner with this initiative to provide free, confidential, and on-campus services to support student wellness.

 

These services are available at no cost to families and are reimbursed through the student’s existing health insurance, like Medi-Cal.

 

 

 

WHAT TYPE OF SUPPORT DOES CYBHI PROVIDE MY STUDENT?

CYBHI helps fund services provided by Wellness Centers, school counselors, psychologists, wellness coordinators, wellness interns, and Child Welfare and Attendance specialists.

 

Student services include:

  • Behavior support resources
  • Mental health workshops
  • Small group and individual counseling
  • Support for stress, grief, and anxiety
  • Referrals for long-term or intensive care

All services are confidential, free, and available on campus.

 

 

 

WHY IS IT IMPORTANT?

Your participation helps keep these services free and available for all students. By sharing your student's health insurance information (like Medi-Cal), EMUHSD can receive state funding to support these wellness programs—without affecting your coverage or benefits.

 

All health information is securely stored and only used according to federal and state privacy laws (FERPA & HIPAA compliant).

 

 

 

HOW DOES CYBHI SUPPORT MY STUDENT?

CYBHI allows schools to receive extra funding for mental health and wellness services — at no cost to you:

  • Step 1:  Parents/guardians provide insurance info (Medi-Cal or private) to schools.
  • Step 2:  Schools provide on-campus mental health services.
  • Step 3:  At the end of each school year, the District will submit a report of the services that were provided to receive funding from the state. Services are free to students and are not billed to families.

  • CYBHI is a state-funded initiative that expands access to mental and behavioral health services for children and youth in California. It helps ensure that students receive the support they need to thrive emotionally, mentally, and socially.

  • All children and youth in California are eligible, regardless of insurance status. The program especially supports:

    • Students in schools

    • Youth covered by Medi-Cal

    • Families with limited access to behavioral health care

    • Eligibility for Services:   This program will not impact students' access to behavioral health services.  Rather, the program is creating a new, sustainable method for providers to be reimbursed.  Services delivered to students covered by Medi-Cal Managed Care Plans and Medi-Cal Fee for Service, most commercial health plans, or disability insurers, with certain exceptions, are eligible to be reimbursed at the CYBHI fee schedule rate.
    • Privacy and Consent:  Our school will ask for your student's health insurance information.  All health information will be securely stored and only shared in alignment with existing federal and state laws.  
    • Billing:  There will be no cost to parents or caregivers for students who receive services eligible for reimbursement under the CYBHI fee schedule program (i.e., no co-pays).  Receiving services at school will not reduce or impact students or their family's ability to obtain care outside of school and will not impact deductibles or out of pocket minimums. 
  • Our schools will need to be provided students' health insurance information so that it can claim reimbursement for eligible services under the CYBHI fee schedule. This health information will be used to verify insurance coverage, enabling EMUHSD to submit claims under CYBHI.  All information will be securely stored and only shared in alignment with existing federal and state privacy laws.

     
  • Our school will need to gather students' health insurance information so that we can receive funding for eligible services under the CYBHI fee schedule.  This health information will be used to verify insurance coverage, enabling EMUHSD to submit claims under CYBHI. 

    Parents or caregivers do not need to pay for behavioral health services provided to students within the context of the CYBHI fee schedule program.  The program will not seek co-payments for services provided.  The CYBHI fee schedule program is designed to complement existing insurance coverage and participation in the program will not affect a family's insurance (e.g., premiums or deductibles).  

     

  • With your support, your child has access to a team of trained professionals—including school counselors, psychologists, wellness coordinators, interns, and Child Welfare & Attendance (CWA) specialists—who provide care based on each student’s needs.

    Services include:

    • Behavior support and coaching

    • Mental health and wellness workshops

    • Small group and individual counseling

    • Support for stress, anxiety, or grief

    • Referrals for long-term or specialized care

    All services are free, confidential, and provided on campus during the school day.

  • All services follow strict confidentiality laws, including:

    • FERPA (Family Educational Rights and Privacy Act)

    • HIPAA (Health Insurance Portability and Accountability Act)

    Student and family information is securely protected.
