El Monte Union to Implement New Phone-Free Policy Beginning January 2026
Dear El Monte Union Community,
The El Monte Union High School District Board of Trustees recently adopted Board Policy 5131.8 - Mobile Communication Devices. The policy will take effect in January 2026, following the passage of California’s Phone-Free School Act (Assembly Bill 3216). The policy, developed in collaboration with District leaders, school administrators, and staff, establishes clear expectations for student mobile device use on campus to support safe, focused, and engaging learning environments.
While the District recognizes that mobile communication devices can be beneficial for learning and student well-being, they can also disrupt instruction and impact social interactions. The new policy limits student cell phone use during the school day to promote face-to-face connection, attentiveness, and academic engagement.
Under the policy, students are permitted to use mobile devices only during non-instructional time and in accordance with District guidelines. During class periods, all devices — including cell phones, smart watches, tablets, earbuds, and other personal electronic accessories — must be turned off and stored in designated classroom storage systems. Devices may only be accessed with explicit teacher permission for instructional purposes or in approved situations such as emergencies, health-related needs, or as outlined in a student’s individualized education program.
To help promote consistency and fairness, the District will follow a clear process for addressing repeated violations, with opportunities for students to make positive choices each semester. Depending on the situation, consequences may include temporary restrictions or other appropriate steps to support responsible use.
El Monte Union understands that this policy represents a significant shift for students, families, and staff. The District is committed to providing clear communication, resources, and support to ensure a smooth transition before the policy takes effect at the beginning of the spring semester.
