El Monte Union Launches Facilities Master Plan Update, Guiding Next Decade of Campus Improvements

Dear El Monte Union Community,

At El Monte Union High School District (EMUHSD), we strive to ensure every student learns in a safe, state-of-the-art, and enriching environment. In support of this effort, EMUHSD is updating its Facilities Master Plan, a critical roadmap that will guide campus upgrades and modernization over the next five to 10 years.

The Plan evaluates the condition of EMUHSD schools, identifies priorities, and ensures that our facilities meet the needs of students, staff, and the community. Updating the Plan is also required to continue qualifying for Proposition 2 State Matching Grant funding, which can help maximize local investments.

The Facilities Master Plan focuses on modernizing and improving facilities for safety, accessibility, and indoor environmental quality; aligning learning spaces with program needs and community priorities; and optimizing operations such as energy use, transportation, nutrition services, and campus efficiency.

Over the past two decades, El Monte Union has delivered more than $275 million in capital project investments through voter-approved bond measures, including:
  • Measure Y (November 2002) — $90 million approved by 76.3% of voters to renovate and upgrade facilities.
  • Measure D (November 2008) — $148 million approved by 74.2% of voters to construct and repair facilities, improve energy efficiency, upgrade technology, and build science labs.
  • Measure HS (November 2018) — $192 million approved by 74.1% of voters to upgrade neighborhood high schools, improve safety and emergency communications, repair roofs, provide safe drinking water, and enhance classrooms, science and engineering labs, and campus facilities.
Recent project completions include Rosemead High School gym improvements with HVAC installation, El Monte High School kitchen upgrades and a synthetic turf field, and Arroyo High School gymnasium improvements and HVAC installation in the kitchen and gym. The District also completed demolition of Rosemead Adult Education facilities in preparation for the program’s move to the newly modernized Rosemead Center Adult Education Complex. Modernization projects at South El Monte and Mountain View high schools are active or nearing completion.

As part of the Plan update, the District is seeking valuable input from students, families, staff, and community members through surveys and a series of public town halls throughout the months of September and October. These opportunities will help shape decisions and ensure our facilities reflect the needs and priorities of the communities we serve.
