Proposition 28 Fast Facts
- Proposition 28 (Prop 28) passed by California voters aims to supplement arts education in public schools.
- "Arts education program" includes (but is not limited to) instruction and training, supplies, materials, and arts educational partnership programs for instruction in dance, media arts, music, theatre, and visual arts including folk art, painting, sculpture, photography, craft arts, creative expression including graphic arts and design, computer coding, animation, music composition, ensembles, script writing, costume design, film, and video.
- Prop 28 provides annual funding for arts education programs, staffing, support, materials, partnership programs, and administrative costs aimed at enhancing arts education.
Who decides which program a school will offer?
School administrators—in collaboration with teachers, families, and students—should together make the choice that best serves students in their local school community. Each school site must develop a plan for these funds.
Are there requirements on how schools must spend these funds?
Proposition 28 funds are intended to expand (supplement) art education programming and have the following spending requirements:
- At least 80% of the funds must be spent to employ certificated and/or classified staff to provide arts education.
- No more than 1% of funds may be used on administrative costs.
- Up to 20% can be used for arts education support (e.g. equipment, materials, supplies, services, etc.)
