Carlos G. Salcedo was elected as a school board member in November 2001 through 2013 and was newly re-elected in November 2015.  Mr. Salcedo is currently the Board President of the El Monte Union High School District Board of Trustees.

Maria Morgan was elected as a school board member in November 2015 and is currently the Board Vice President of the El Monte Union High School District Board of Trustees.

BIO

Mrs. Maria Morgan has had the honor of working for El Monte City School District for the past 11 years and is currently the District Community Liaison.  In this role, Mrs. Morgan is responsible for leading the district’s goals in Parent Engagement and supporting a team of liaisons that work toward building Parent Leadership capacity.  Born and raised in El Monte, Mrs. Morgan’s family is 3 generations of EMUHSD graduates.  She has three children that graduated from Arroyo High School and one that is currently a Junior at AHS.  Mrs. Morgan believes that every child deserves a quality public education, provided by caring and supportive teachers that will help them reach their highest potential.  Her goal is to work collaboratively with all stakeholders to ensure that all of the students of El Monte Union High School District reach their highest potential.

Ricardo Padilla was elected as a school board member in November 2013 and is currently a Member of the El Monte Union High School District Board of Trustees.

BIO

Ricardo Padilla is a longtime resident of the city of El Monte. He attended Rio Vista Elementary and Charles E. Gidley Middle School in the El Monte City School District. Ricardo went on to graduate from Rosemead High School. Following high school, he obtained an Associates of Arts degree in Early Childhood Education from Rio Hondo Community College, a Bachelors of Arts degree in Human Development from Azusa Pacific University and a Masters of Arts degree in Educational Leadership from Point Loma Nazarene University. He holds a Teaching Credential, a Pupil Personnel Services Credential, an Administrative Services Credential and a Dropout Prevention Specialist Certification from the California Department of Education. Ricardo has worked in education for the past 23 years in the El Monte City School District. He has experience as an Instructional Assistant, ESL Teacher, AVID Coordinator and his current assignment for the past 16 years as an Outreach Consultant with the Child Welfare and Attendance Department. Ricardo has also been the proud recipient of the prestigious Golden Oak Service Award from the PTA and the Association of California School Administrators' (ACSA) Golden Apple Award.  In his spare time, Ricardo serves as President of the El Monte-South El Monte Emergency Resources Association, a non-profit organization that focuses on helping struggling individuals and families. Esthela Torres de Siegrist served on the Board of Trustees from 2007 through 2011 and was newly re-elected in November 2013.  Ms. Torres de Siegrist is currently a Board Member of the El Monte Union High School District Board of Trustees and the LACSTA Representative.
