CALIFORNIA VOTING RIGHTS ACT (CVRA)
The Board is aware that under State law an at-large method of election may be deemed to impair the ability of some voters to elect candidates of their choice or to influence the outcome of an election and, therefore, may be subject to challenge under the California Voting Rights Act of 2001 (“CVRA”), California Elections Code §§ 14025, et seq.; and given the serious potential financial consequences of a legal challenge under the CVRA to the District’s at-large election system, the Board believes it is prudent and fiscally responsible to expeditiously commence the transition to a by-trustee area election system.
In order to facilitate the transition to a by-trustee election system, the District required the professional services of a demographer who possesses the necessary professional skills, expertise, and experience to develop draft maps to create trustee areas that fully comply with legal requirements
Attached is a slide show from NDC that explains the process from all stakeholders in order to create trustee areas.
